Old owner used to own this website and now as a new owner we need access and previous owner did not pay for the website so they shut it down. Now, i am wondering about how can i get my website live again?

This is WordPress.com. Was the site hosted here? If the site was elsewhere and not renewed the chances are is that all content is gone forever. What was the full address of the site? There is always the possibility that the domain becomes available for re-purchase and then you could build a new site here.

It has been hosted by wordpress and it does shows that it is still under wordpress. -

The americaninnpeosta custom domain is registered with PDR Ltd. Again if that is owned by someone else you will need them to look into how they can transfer the domain to you so you pay for it going forward. Then you can map or transfer that domain to the WordPress.com site with a paid plan.
