don't see plugin

  Hello, I would like to add some plugins but I do not see the plugin section on my admin board. I am administrator but I still can not see anything. My wordpress address is https://mezincek.wordpress.com, my user email is (email visible only to moderators and staff). I also tried from my friends email (email visible only to moderators and staff), she is the creator and main administrator but she also does not have the plugin section.
