Nope. Well, you could pay someone ELSE to host the site, which would cost about $120 a year, and then put a redirect on it so it goes to Wp.com, but that’s far more expensive than the $13 a year for the Domain Mapping.

But he will only pay $ 120 a year and he will not need to pay for anything else, here he has to pay for every change he wants to do on his blog… even to change a font you need to pay…

As raincoaster stated above mapping an existing domain costs $13. annually.
In order to map to a domain one must have an underlying .wordpress.com subdomain blog to map from. If you have registered a .wordpress.com blog you log in as Admin under the exact same username account that registered the blog and purchase a domain name by purchasing an annually renewable domain mapping upgrade for the blog.
