DONT want viewers to be able to download PDF

I currently have a lot of PDF files on my site that I want viewers to be able to look at, but NOT able to download. How do I prevent PDFs from being downloaded? I tried installing the Prevent Direct Access plugin, but its not working (it still takes the viewer to a new tab and they still have the option to download the PDF).

https://get.wp.comHonestly I don’t think there’s a way to allow everyone to view all PDFs without being able to download them. There’s always some kind of workaround if a user is determined.
