If a WordPress domain name is dormant, and I want to use it for a Premium account, can tech support release the name for me since the previous user clearly has no interest in posting?

Hi there, I find it highly unlikely that WordPress.com staff would do this, especially if it’s a custom domain as a user has to pay for one.
That being said, I’ve tagged WordPress.com staff to confirm if this is the case. You’ll likely receive a response within a few hours from a staff member.

Are you referring to https://thementalist.wordpress.com/ ? If it wasn’t you who created that site 10 years ago then that site address is already taken by someone else and I doubt that WordPress.com staff would release the site address to someone that didn’t create it. There is no time limit on WordPress.com sites be they active or dormant. I have a few dormant sites here myself that I may or may not make use of in the future. I would be mightily annoyed if they were taken from me just because someone else took a liking to their URLs.

Indeed, most folks would. We can recycle addresses under limited circumstances, but definitely not if the site is still visible, even if it is dormant.
I’d recommend picking another name or buying a custom domain. Good luck!
