  I am unable to choose any other plan to upgrade to since I am on a higher plan. please help me to revert to starter plan.

  We can downgrade your site to the WordPress.com Starter plan. However, before we do that, we need to revert your site to the state it was in before you upgraded and activated hosting features.

  Hi there!

  The site has been fully reverted, however, I see you canceled and refunded so if you want the Starter plan you would need to purchase it as a new plan through upgrades -> plans
