  Hi there, if the site is hosted here on WordPress.com you can report them for a Terms of Service violation via this support guide:

  Only the WordPress.com Terms of Service team handles such reports.

  If the site is not hosted here on WordPress.com, you’ll need to identify the site’s web hosting provider, which you can do via a WHOIS search on the domain name, and contact that provider directly. We can’t help you here with that.
