Download buttons are randomly ‘hover over’ while some are not.

The top 3 file links on the page https://help.docman.com/knowledge-base/release-previews/ only show ‘download’ when hovering over. However the rest are persistent. Please can you tell me why this is and help me correct it? Thanks
