  What do you want them to download? They can download the whole thing if they use your RSS feed.

  What kind of files?

  We can only host a few kinds of files at WP.com: all of those are listed in your Upload box, just below the Write box when you write a post. You put the files in just exactly like putting in a picture, and then people can download them directly.

  You can also get an on-line file hosting service and then put a link on your blog to the file in your account at the file host.
