  Blogger installed plugins http://en.support.wordpress.com/plugins/
  Uploading Custom Themes or Third Party Themes
  http://en.support.wordpress.com/themes/adding-new-themes/

  You require a Business plan to upload custom themes or third party themes to a wordpress.COM hosted site.

  Otherwise you can use these themes https://wordpress.com/themes/

  The Business upgrade includes:

  • The ability to install most plugins including woocommerce and the ability to install third party themes.

  You could be confusing wordpress.COM hosted sites and wordpress.ORG self hosted sites. WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums.
