I am trying to upload a theme to my site and I keep receiving a message that I need to upgrade to a business site to download a theme. I don’t want a business site.

If you want to use a third party theme on the wordpress.com platform, trhere is no way round but you must upgrade to the Business Plan. But I’m sure you’ll find a suitable thme in our own theme repository, https://wordpress.com/themes, which don’t require a Business Plan.
