  Is there a way to upload a file so the end user can download it like a PDF as link so the end user may be able to download it?

  The blog I need help with is: (visible only to logged in users)

  Sure. Go to media in the dashboard and add you pdf file to your media library. Then click on the file you just added and copy the url to the file. Insert that url in a page or post so your users can download access the file.
