  hi all how do i use a theam i have downloaded?
  i have the basic wp account. do i need to upgrade and how? i am new to this wp

  If you’re hosted here at wordpress.com, then you can’t use downloaded themes at all. You’re limited to the theme choices in your dashboard. If you’re fluent in CSS, you can by the upgrade and customize to your hearts desire within the limits of CSS. If you’re not fluent in CSS, then you need to learn it before buying the upgrade. There’s no official support for it and there are very few forum volunteers who speak CSS.

  The ability to upload themes is only applicable to WordPress.org. Please review http://support.wordpress.com/wordpresscom-vs-wordpressorg/ for the difference.
