Hi there, because of the way WordPress.com is structured, we cannot use outside themes. We currently have 372 themes to choose from in our Theme Showcase.
If the theme you downloaded is very important to you, then you would need to self-host your own installation of the WordPress software on a different web host. You can find out more about that here.

What is a web host and how would I get the theme I downloaded onto my site using a web host?

You would have to hire a web host, such as Godaddy, Bluehost, etc., and then install the WordPress software from WordPress.org on that web host account and then you could install the theme. Your site would then no longer be at WordPress.com. Self-hosting has gotten a lot easier, but it does still require a higher level of knowledge since you have to do all updates, installations and troubleshooting if something goes wrong. You would also have to have your own domain name. Generally you can register one at web hosts.
What is the name of the theme you downloaded? Perhaps I can look at it and suggest something similar that we have available here.

Hi there, I’ve filtered our Theme Showcase to show Responsive designs with a post slider, which you can review. When I looked through things, the three the stood out for me were the following.
Not knowing the nature of your site, this is just some possible alternatives to Olsen that we have here.
