Can you expand on what you mean that you don’t get complete files?
If you mean you want a full export, containing all WordPress files for your site, that’s not possible for WordPress.com. We use a modified version of WordPress here, which cannot be downloaded as a whole and simply uploaded to another server.
You can only export your website content, i.e. posts, pages, comments, tags, categories, and user accounts via a standard WordPress export. I see you’ve done this export several times already.
NOTE: This file does not include your site’s media files. Those are transferred directly during the import process.
Once you’ve downloaded the export file, go to your new host and install a new copy of the WordPress software on their servers. When this is done, log into the WP-Admin dashboard, go to Tools ->Import, and select the WordPress option. This will prompt you to install the WordPress importer plugin. Do that.
After the plugin installs, click on it, and upload the export file you got from us. If you got a .zip folder from us, unzip that first (just double-click in Finder), and upload the .xml files in that folder one at a time. Once each file finishes importing, the media files in your media library that’s associated with the content in that export file will also be transferred to the new site.
Make sure that your WordPress.com site is set to public while you do this, or else the media files won’t get transferred.
If you run into any problems with the import process on the other site, please contact support at your hosting provider, or ask for advice in the WordPress.org forums at https://wordpress.org/support/forums/ instead, as we have no control over that process.
