Downloading theme

I am trying to work on a local version of the site so I can do custom work. To get the theme where is the GET THEME link? I looked for the action bar do not see any.
How do I back up users with perms? I am used to normal WP.

What do you mean by a local version of the site? Are you referring to the site https://harborlab.org/?

There’s no “Get Theme” link on a WordPress.com site. Or at least I’ve yet to see one in eight years of WP.com use. See the Themes support page for information and instructions regarding how to browse, search (for), preview, activate, and switch themes.
I looked for the action bar do not see any.
The Action Bar on a WordPress.com site appear by default on the bottom right hand corner of the front page, and of every static page, post, and archives page.
How do I back up users with perms?

I want to download a copy of the theme ‘Forever’.

The available themes for a WordPress.com site are not uploaded to a site, they are simply activated. See the Uploading Custom Themes support page.

suggests that you’re referring to choosing the privacy setting “Private.”
The Changing a Site with Followers from Public To Private section of the Privacy Settings support page addresses the issue of allowing followers access to a site after a changing the privacy setting from public to private. However, this issue shouldn’t affect users. I don’t think user access and roles will be affected at all. If you find otherwise, or if you’d like to confirm that what I’ve said is accurate, then please add a “modlook” tag to the sidebar of this topic to call for staff attention.

Note that what I posted is a link to the retired Forever theme version that was licensed and adapted to run on wordpress.com sites only. The wordpress.ORG version of the theme that was adapted is called Colorway.

No. In my first post above, I provided a link to the WordPress.com page Introducing: Our New Action Bar. The page includes a description and illustrations of the action bar. Oddly, there doesn’t seem to be a support page on the action bar yet.

You may export the contents of a site. See the Export support page for information and instructions. If that’s not what you require, then please call for staff attention by adding a “modlook” tag to the sidebar of the topic.

I know what WordPress.com site users are, and that’s what I was referring to. I don’t know the answer to the following question, and would again suggest that you call for staff attention.

The instructionTo search for your WordPress.com theme, use the action bar in the bottom right when visiting your site and click the Get Theme link.
in the Themes and Widgets page you linked to above, evidently refers to the action bar on a WordPress.org site, which is different than a WordPress.com site’s action bar. The instruction is a bit confusing because it’s regarding searching for the WordPress.org version of a WordPress.com theme using the “Get Theme” link.

Can I backup the Database?
You can’t because we don’t provide access to your site’s source files here at WordPress.com. You may export/import the site’s content, as in any WordPress installation. Here are the support pages:

https://en.support.wordpress.com/import/That won’t include any settings, but it will include: posts, pages, portfolios (if it’s active), testimonials (if it’s active), comments, categories, tags, and users.
My goal is to have a dev site to work on.
Keeping a local installation for development purposes doesn’t apply to WordPress.com sites. It only makes sense to have one if you are able to mirror your local install to the site in production. That won’t work well here because as I said above you won’t have access to your source files and you won’t be able to upload your settings. I advise you to set your site’s visibility to private while you work on it and once it’s ready to go public, just change that again. You can do that via this page:

@harborscott just as one more suggestion, since the environment here at WordPress.com is quit different from any WAMP stack you might run, have you thought about creating a second site here on our servers, and exporting/importing content to that?
Bear in mind, the only code you can change here on our servers is the CSS, but you can change themes / adjust widgets / change CSS / etc … and then point your domain to that new site. It isn’t a dev environment, but if you plan to keep using our environment it’s a great option.
If you prefer to run your own copy of WordPress.org at another host, so that you can do your own custom development, you can do that too. Here’s the theme for WordPress.org (though we have retired it here in lieu of Toujours, since Forever was not responsive), and if you’ll import the export file into your local copy, it will import your images and what not too. I hope that helps.
