Downloading theme's

I would like download the themesandco custimizer theme. Can I download this theme with the basic free plan? Or do I have to choose from the 120 themes offered within my wordpress account? If I can download where do I upload files for theme within the admin environment?

There is no FTP access to free hosted WordPress.com blogs and we cannot upload any third party themes, create child themes or our own themes or edit templates.
