Can I download a theme from wordpress.com and use custom CSS to upload the theme? Will that be possible?

No and no. Themes at WordPress.com are not downloadable. Themes which are downloadable are for WordPress.org blogs. You cannot apply external themes to a WordPress.com blog. The CSS upgrade allows you to edit CSS, not change a theme. It changes only the appearance, which is only a small part of a theme.

Do not buy the CSS upgrade if you don’t know how to write CSS. You can test changes you want to make using the free Preview and when you’re ready, then purchase it after making sure you can change what you want in the Preview.

You cannot apply external themes to a WordPress.com blog, regardless of which upgrade you purchase. Your options are to use what you’ve got here free, to learn CSS and edit it to look differently after purchasing the CSS upgrade, or qualify for the VIP program, pay $600 a month, and design your own theme.

However I do not want to design the theme by myself, there are themes that are downloadable from other sites?

Although the theme I want to use is made by WordPress.com but it’s in files. I know it is possible to download a theme from a site that is hosted by WordPress and install it to a WordPress blog.
Except for the VIP program, are there any other options for me? If I do not want to use WordPress, which site can I choose a theme since I think that the themes on WordPress.com do not have enough choices selection. I know there could be ways for people who has downloaded a theme hosted by WordPress and install the theme for WordPress website.
Another question, what is the difference between “wordpress.org” and “wordpress.com”?

No, you cannot have a downloaded theme on your blog. It is NOT possible to download a theme from a site from a site that is hosted by WordPress and install it to a WordPress.COM blog.
There is a thread permanently at the very top of the forum on the difference between the types of WordPress.

@perfectionistgal if you do not want to read “bunch oh words”why writing a blog and asking people to read YOUR bunch of words, why post here, why bother?
Surely you can understand that you are NOT the first person on the surface of this earth who came here asking that very same question, so why can’t you stand being redirected to the answer to your very question?
This beggars belief, really. In wordpress.com you can only use the themes that are here and if you want to be self-hosted, you can go to wordpress.org and build your own sitebut it would NOT be a wordpress.com blog then, it would be another blog with another address that you would have to pay for. What is so complicated here to understand? Good luck to you, and you really should thank rain for having so much patience with you.

You are right – it is a support forum. You asked two questions which were both correctly answered within 7 minutes and since then you have been, to put it mildly, a pain in the backside.
I read what sunnisme posted and none of it seemed offensive to me.

You say you only want to know how to have custom themes for your website but you see, Jessica, this is exactly what raincoaster has ALREADY answered. You cannot download external themes to use with a wordpress.com blog. Simple as that. You can pay for the CSS upgrade, and customize that way *to a certain extent only*, and NO, THAT WOULD NOT ALLOW YOU TO DOWNLOAD EXTERNAL THEMES TO A WORDPRESS.COM BLOG. If you are not familiar with “CSS”, then surely you do not want to pay for that.
And just to make it clear: I think I would be offended if somebody asked me a question, and I had given them a link which IS the answer to their question, and they answered me “I dont like reading a bunch of words”. Please be considerate with those who are trying to help by actually trying to UNDERSTAND what they are telling you.
