downloading WAMP

When I downloaded WAMP it only downloaded the shortcut and I cant get past it. I’m trying to get past the shortcut and it wont link. Under “user account control” I get “Do you want to allow the following program from an unknown publisher to make changes to this computer?” and when I press Yes, it doesn’t do anything. Help
