Downloading WP and now have a localhost URL?

I already have a WP account on wordpress.com
A few days ago I downloaded WP and when installing I also had to instal Microsoft WebMatrix..
Now it’s looks like it’s created a new account on wordpress.org and I don’t know how to link mydomain saraogun.com to the new http://localhost:16742/
(I have aked this question before but I can’t find it on the forum sorry. Plus I know I still need to buy the domain saraogun.com but I just was hoping to first see if it can be moved)The blog I need help with is: (visible only to logged in users)

You can’t use your localhost installation as a website since personal ISP accounts are not allowed to be web hosts.
People download and install the wordpress.ORG software on their computers so that they can do customization and development, not to be used as a website. saraogun.com cannot be used on your localhost installation.
You either have to domain map that domain to a site here on wordpress.COM, or you have to hire a web host such as dreamhost, bluehost, etc., point your domain name at THAT webhost and install the wordpress software at THAT web host.

yeh that’s why I installed it, just to customise saraogun.com
Do you have a link on how I domain map? And when I do, can I customise saraogun.com through the download?

Afraid all those questions will have to be answered at WordPress.ORG instead. Our software here works very differently.
