Draft Theme Change

Is there a way to work on setting the features of a new theme before actually activating it. There are some necessary changes that need to be made to adapt my blog to a new theme, but I’d like to make the changes in a draft/beta format than apply the changes and new theme all at once.
Did that make any sense?

No that’s not available. There’s a preview function but it’s not for what you propose. What is available is registering another blog and making it into a “mirror blog” so you can test theme changes and other changes before making them on your main blog.
