Dreamweaver or WordPress.org/com?

Hello everyone,
I hope you can help me out here, because I am one VERY confused novice Web Designer!
I have already put together a basic site using Dreamweaver MX, am planning a major upgrade and after carrying out online research everyone seems to think that WordPress.org/com is the next big thing for Web Design. So I uploaded to my server.
One requirement I have is to have a custom picture for my header with what’s known as “Hotspots” in Dreamweaver within images places on the picture (clickable areas one can use to visit another link), so a picture on a picture in effect, etc.
Now, with Dreamweaver, this is basically a case of drag and drop, but within WordPress, it seems I have to immediately start amending code??? Also to crop pictures to go in the header. the crop facility seems to cut the pictures as it sees fit, not as I want them…?
This isn’t specifically a support question as such, as in how do I do this, or am I right that I have to amend the code, but is WordPress really the right way to go for me, at this stage of my knowledge – I know basic html tags, but that’s just about it.
My initial impression is that WordPress is great for beginners IF you just want a blogging site, but if you want a ‘proper’ Website, a bit more knowledge is needed – and certainly more than one would need to achieve the same results in Dreamweaver MX.
Am I right, wrong, or barking up the wrong software package?
Come to that should I have installed WordPress from the .org or .com site? If I got it wrong, is it easy to un and re-install? I think I downloaded from the .com site.
