Hi There,
Does WP not support custom widgets anymore? I’m inquiring because I want to add in certain code such as custom email-sign up popup (to build a mailing list for my self-help business).
Secondly, I want to create custom drop down menus. Does that have to do with the individual theme features, coding or widgets? PLEASE HELP. Everything I’ve searched so far is for the old WP layout. There is no updated information.

The “old” layout sounds like you may be referring to a self-hosted WordPress.com site. It allows for installation of third-party code, While WordPress.com does not.
This is a security risk as we cannot vet all outside code and it puts our users, their sites, and our servers at risk.
If you’d like to create your own widget, you can do so according to these steps:

You cannot add popups on WordPress.com-hosted sites, but you can add contact forms to collect email addresses:

Well, you can create a Categories Drop Down Widget, but that won’t give you the customizability you seem to want.
You can also add a custom menu, but that will appear in list form.
Everything I’ve searched so far is for the old WP layout.
It sounds more like what you’re seeing are instructions for WordPress.org, or self-hosted sites. I know the difference between WordPress.org and WordPress.com can get a little confusing, so this might help:
If what you really need is a great amount of customizability for your site, you might be best off with self-hosting. I can answer any questions you may have about this.

So the self-hosted wordpress(.org) is that still through WP? My site now (www.2helpfulguys.com), can that be switched to .org?
Also, if I do, how do I go about doing it? And will I have access to the community (reader, other WP blogs, commenting, etc.).
AGAH. I’m so lost. I want to stay with WP because of the community!

Can I just migrate my site to the .org? OR is it something separate completely, where I have to restarted everything?

What you’d do is find website hosting, outside WordPress.com. Then, you’d download the WordPress platform and upload it to the new server. You’d be using WordPress, but you wouldn’t be hosted/supported here.

And will I have access to the community (reader, other WP blogs, commenting, etc.).
Because you’re a WordPress.com user, you can still use the Reader, access the other WordPress.com blogs you follow, and create comments.
However, while non-WordPress.com blogs can be added to the Reader, if you do this, your followers will not have access to the Reblog function or Like buttons, as those features are managed on our servers.
I want to stay with WP because of the community!
I know. It’s a huge benefit. If you think you can run your site here, without plugins, I am happy to help you with setup options. I’m wondering if you might want to take a peek at other themes which might provide multiple menu options that may suit you better than Oxygen.
If you can survive without the popup, you can certainly collect contact form information here.
