Drop Down Menus STILL fail to work after fresh install.

I dont know when this happened or how but all of a sudden my wordpress site decided to not allow drop down menus among other things, here is my previous forum post which explains it

alright, so dead end. I did all of that.
so, just now i decided i was going to make a completely fresh wordpress installation on an empty domain i had. Installation was quick and painless. I open up the admin menu, same problems. This is before I changed anything. I opened it up ad no drop down menus and no white text. the version is 2.9.2.
I downloaded those files from wordpress minutes ago, unzipped, changed the config file ad uploaded, thats it. so whats the dilema!!? I may have found the cause.https://en.forums.wordpress.com/topic/admin-bar-dropdowns-not-working
In this post devblog describes how there is a conflict in the admin bar css? apparently all that needs to be done is to open a file up and clip some code off. which file? I cant find this code anywhere. I’ve ben up for hours toiling with this problem and researching. please, please help.
