  Not all themes are designed to provide dropdowns natively. Create a custom menu http://en.support.wordpress.com/menus/ add pages to it http://en.support.wordpress.com/menus/#adding-pages and use this to order them as you wish. http://en.support.wordpress.com/menus/#changing-the-order-creating-sub-menus
