I want to keep the blog: thelinchpinbunch.wordpress.com and delete: linchpinbunch.wordpress.com. How can I do this so it doesn’t hurt the blog I have up and running: thelinchpinbunch.wordpress.com?
PLEASE DELETE: linchpinbunch but NOT (email visible only to moderators and staff) I want the one with ‘the’ in it. Please confirm with me that this will happen or how to make this happen.

You can delete your site following the steps in this article:
https://en.support.wordpress.com/delete-site/Please remember, once a site is deleted it can never be recovered and the name can never be used again.
You can also make your site private by following the instructions in this article: https://en.support.wordpress.com/settings/privacy-settings/

I found that article, my issue is that I only see the option under tools for the site I want to keep and I don’t want to go through the steps for that one. Or will I get to choose?

You should be seeing the same Delete Site option on both site dashboards.

You can use this link to get to Tools > Delete Site in the WP Admin dashboard for the site you want to delete:
https://linchpinbunch.wordpress.com/wp-admin/tools.php?page=delete-blog
That will only delete that site (linchpinbunch.wordpress.com) and won’t affect the other site on your account. Please keep in mind that this action is permanent and no one will be able to use the address linchpinbunch.wordpress.com again in the future.
