  i am trying to delete the theme on my site so i can clone another site, but dont even have the same dashboard as what i see on any of the tutorials!

  Could you share the urls you are working on , on WordPress.com themes are in built , you can manage your themes , activate and deactivate as per your requirement , here is some information to help you further
