  Is it possible to duplicate a WordPress site without publishing it so that different colors, fonts, designs, etc. can be sampled? Thank you for your assistance.

  Just to clarify, you are asking about a free WordPress.com site and copying it to a new free WordPress.com site? None of these sites are hosted with other webhosts and none have WordPress.com upgrades?
