Hosting is included in all plans on WordPress.com. With regards to the domain, this is free for the first year of registration with the plan. After that this would be an additional purchase upon renewal.
What are you looking to build and what functionality (for instance, a contact form, online stores…etc) do you think you’ll need? I’ll happily guide you on how to achieve building the site, and making sure the premium plan will have everything you need.
