I am creating my own website and would like to use woocommerce. Am I able to do so on the site I am building.

You might want to check out this link about WordPress.org.
WordPress.com doesn’t support woocommerce, e-commerce plugins, shopping carts or secure payments. For any of that you really need WordPress.org
The only exception is that at WordPress.com you can have a PayPal button for items you have made yourself.
