  If I buy a wordpress e-commerce plan, Do I need to buy e-commerce plugin like a Woocommerce to create online shop.

  The WooCommerce plugin is absolutely free (though you need the Business or eCommerce plan to install plugins on WordPress.com), and if you choose the eCommerce plan, you’d get WooCommerce along with some advanced eCommerce features and integrations:
