    Hi if i sign up for ecommerce site, will i be charged 45.00 monthly charges for website, even if its not published, at present i am learning WordPress, i want to publish it after i learn

    Yes that would be correct.

    You may wish to use a local, offline version of WordPress to learn on. This is a really good one click installation tool: localwp.com.
