I want to send e-mails (active mode) to selected e-mail addresses every time a post is added to a blog or is changed. This is not the same as inviting viewers to receive e-mails (passive mode). How do I do I send e-mails each time a post is added or changes.
ThanksThe blog I need help with is: (visible only to logged in users)

If you have a “share” button enabled at the bottom of your post, you can click the “e-mail” button, and it will send an email to anyone you want. You just have to type in their address and click send.
More info on sharing is found here: http://en.support.wordpress.com/sharing/
Hope this helps

As you have noted WordPress.com does not provide an email service for what you want to do. Subscribers choose how often to receive your posts newly published posts. They do not provide and email address to you to be used for any other purpose. Commenters leave an email address only for the purpose of commenting and not for any other prupose. That’s why there is no mass email feature.

Thank you both. I found the procedure to send an e-mail but that is not what I wanted to do and thank you timethief, I had a suspision this was the case. Guess I’ll have to work within the paramters of WordPress and use the Cooments concept.
Thanks again
