You can’t and if this is a deal breaker for you then you have another option. You can hire a web host very inexpensively and download free software from wordpress.org and advertise to your heart’s content.

Custom HTML is not possible. Custom CSS is, if you buy the CSS upgrade. You’d better already know how to use it, though, because there’s no staf support and very few people in the forum who know how to help.
Note that at present time, no upgrades allow advertising. Several people have bought the CSS upgrade thinking it exempted them from the rules, but it doesn’t. Only VIP status does, and that costs a raging snotload of money to set up.

I don’t want to make money. That’s what my job is for.
I just don’t like the default widgets that are offered. I rather customize it myself.
It’s alright, I love WordPress regardless.

You won’t be able to add widgets that are available to WP.org blogs UNLESS you can add them as a text widget, meaning no javascript, etc. You can do a lot with text widgets, but the security restrictions on javascript, Flash, etc, remain in force here.

@tragik, customizability is a good reason for using WordPress – WordPress.org, that is.
You may be able to tailor your sidebar here at WordPress.com by using text widgets. Some html tags are allowed in text widgets. See:
