  Hi @nwobodopa,
  As a blogger on WordPress.com you can earn money using WordAds-the official WordPress.com advertising program available for site/blog owners.

  There are 3 paid plans on WordPress.com: Personal, Premium and Business. You can upgrade to any of these plans to monetize your site/blog using WordAds and start making money.

  You do not have direct access to WordAds with Personal plan(like you do with the Business or Premium plans). You have to meet some eligibility criteria if you want to use WordAds with the personal plan. One of the eligibility criteria is a custom domain — which can be registered using this plan.

  @nwobodopa First you need to know the intent of why the blog was created and how you plan to make money from it.
  WordPress gives you some of the features or things you might need to meet your goal but it is dependent on which strategy is going to work best for you. One of such is making use of adverts on your blog. The choice is all yours.
