The only advertising program at WordPress.com is called WordAds and it’s for blogs on their own domains that have enough traffic to qualify for acceptance into the plan.

Advertisements from third-party ad networks like Google AdSense, OpenX, Lijit, BuySellAds, and Vibrant Media are not allowed on WordPress.com. If you’d like to run these types of ads on your blog, you may wish to try a self-hosted WordPress installation. See: https://move.wordpress.com

Hi there,
As explained in the Monetization link @timethief provided first in her reply above, with the Business Plan you can use other advertising networks, but on the Personal and Premium Plans you can only use WordAds.
With Premium you’re automatically accepted into WordAds. With Personal you’ll need to meet a minimum traffic requirement. We do not publish the exact traffic number you meet, but to make any meaningful income from online advertising you need thousands of views a month.
