Hi there,
Your site is not hosted on WordPress.com, but using the open source WordPress.org software at another hosting provider. While you’re using one of our themes, support for the self-hosted version of the theme you’re using is actually provided at https://wordpress.org/support/theme/independent-publisher
That said, the easiest way to do this is with custom CSS. Open the Customizer for your site and click on Additional CSS. Then add this on a new line in the CSS editor there:
/* Make tagline bold */ .site-description { font-weight: 800; } -

@judyjsbs you can use CSS for that too by adding margin or padding. This site has a nice tutorial on that.
