can I install the ecommerce pluggin on a free wordpress site?
If not, how do I get a paid site and how do I install the ecommerce pluggin?

There is no FTP access to free hosted WordPress.com blogs and we cannot upload third-party themes or edit templates or themes. Those found on the internet are for WordPress.ORG installs which run on different software.

E-commerce transactions via shopping carts and the like cannot be conducted on free blogs from and being free hosted by wordpress.com

If you require e-commerce/shopping cart functionality, there are no restrictions on e-commerce if you setup a self-hosted WordPress.org blog instead of a free hosted WordPress.com blog.
