I had hoped to have WooCommerce installed on my free WordPress site but it is not listed in the plug-ins nor available via using the Search feature. WooCommerce only provides the option to download and then upload to a web server. Is unavailable to a free account? It doesn’t say as much on the web site.

You cannot install any plugins into any wordpress.COM hosted sites. You cannot run woocommerce on any site that’s hosted by wordpress.COM. You can only run it on a wordpress.ORG install on paid hosting.
You are confusing wordpress.com hosted sites like yours with wordpress.org software installs on paid hosting. For that type of functionality, you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.
At present there is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

https://move.wordpress.com/WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. If you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.
