Edit background & more in Classic Artisan

I go to Appearance > Themes and I have Classic Artisan as Active. I click Customize.
The choices are: Site Identity, Header Media, Classic Artisan Options, Menus, Widgets, Homepage Settings, and Additional CSS
I can’t find a place to change the background (now a multicolored “pixel” look). I want it to be lighter blue #99CCFF.Additionally, I want:
The top header (above menu) to be darker blue #003399 with white lettering.
The menu to be “gold” #FFCC66 with darker blue #003399 lettering (lighter blue #99CCFF for hover)
On any pages with links (ex: http://pcs1960.ourwebsite.org/individuals) have the linked items be darker blue #003399 lettering (lighter blue #99CCFF for hover)I have done a limited amount of css work using Dreamweaver, and I found the style.css in which I found:

(body)background: hsl(250, 20%, 98%);but I don’t understand hsl and couldn’t figure out how to change it. I tried changing that to (body)background: rgb(153, 204, 255); but it had no effect.
Can someone take me by the hand and tell me how to customize the way I’d like?

As shown in the screenshot above, you can use Appearance > Editor to customize the background colors of different sections on the website.
