Hi there!
Could you share a screenshot of the comment editor that you’re referring to? When editing comments, you should see the buttons to choose the most common formatting options like bold, italic, links, image, etc. When inserted, the previous comment box and the current one both show the HTML comments.
For your reference, here’s a screenshot from the previous comments design when editing a comment:

Here’s a screenshot from the current comment design when editing a comment:

As you can see, the formatting tools appear on both. Do they not show up for you when you’re editing a comment?

Having the same problem as @knashermac2009 where ‘users who wish to edit a comment they have made are now required to have a knowledge of HTML.’
here’s a screen shot of a recent comment in edit mode – all html

Hello there,
What you see is the code that is used by WordPress to create blocks. This is shown because the comment editor is a plan text editor, and you have blocks active for your comments, in Settings > Discussions. You can disable Blocks in the comment editor from there.

Unless you specifically need blocks in the comments, you can disable them and let users use plain text.

I apologize if I sound annoyed, but having watched the reactions of fellow WordPress.com site owners when block comments were introduced and then made optional and now being told that unless we need blocks in comments we should disable them?
The issue is that WordPress.com changed the Comments dashboard to WP Admin view and that has messed up how block comments appear there. That’s what needs to be fixed and you can easily do that by bringing back the VIEW tab on that dashboard page.

I am sorry to hear that you are not happy with the switch to WP Admin. We strongly believe this will be better for users. For the moment, we do have a way to switch you back to the Classic view.
Can you please email us at help@wordpress.com with the account that owns your website? We’d need this request in order to process the switch.
Thank you!
You can mention a link to this thread in the request, for context.

@staff-augustuswp While you don’t mention who you are addressing your comment to, regardless, thanks for the offer. That’s a workaround, not a solution.
-
And just to make sure we are using the same terminology, the comment dashboard was recently changed to the Classic/WP Admin view on all sites hosted on WPcom.
The suggestion I made was re-enabling the VIEW tab in that specific dashboard to allow those that need it a return to the Default/Calypso view. At least until WPcom comes up with a solution for editing block comments without needing to edit HTML.

I am sorry for not being clear, @justjennifer. I understand that your comment was referring to the View tab and that my recommendation is indeed a workaround. At this moment, we can switch you back manually, but not through the View tab, that’s why we need you to email us so we can do it from your account.
My comment was addressed to you indeed, but also to others who might read this thread and experience the same issue :)
I hope this clarifies!
