edit css pages

hi!
i few years ago i had some wordpress theme websites, now when i get back to the wordpress its all changed. i remember it was possible to change the script in how ever you wanted, like a part of the site manage pages. you could load up your own img etc to make a own layout and switch between the css pages and add new ones if you wanted.
is it still possible or has it all changed?The blog I need help with is: (visible only to logged in users)

You’re thinking of the Appearance → Editor section of the downloadable, free, open source WordPress software which you can install on your own web hosting account which you would pay for separately. WordPress.com is just a little different in that it’s a place where you can setup a WordPress blog for free in a few seconds, but we don’t allow you to modify HTML or PHP code like you can if you install the software on your own. Also, WordPress.com provides dedicated support and you can opt in to some types of upgrades such as editing the CSS (part of the Custom Design upgrade).
