  If you are trying to add the Google Apps Email, it only works when you have a domain name like yourname.com mapped to your blog. It doesn’t work with the URL’s given on the free blogs here at wordpress.com. If it was a domain, it is accessible under you Admin -> Upgrades -> Domains to enable it.

  If it is for adsense or analytics, you are not allowed on wordpress.com hosted blogs.
