Edit Permalink Button Missing

Right under the Post Title normally there is a button to edit the permalink. That is missing on new posts and the permalink automatically creates as the default post number.
That is not how I have it in the settings. I have the settings so the post title is the permalink. I have tried resetting, I have tried deactivating plug-ins. It seemed to start after I updated WP.
