Editing header in Fusion Theme using CSS

Hello!
I just upgraded to custom design yesterday and I have been trying to see if I could figure out some of the coding so I could add some myself, but I am still very new to CSS in general, so this will be the first of many topics I will post to this forum (sorry!). So the first thing I want to do is edit my header:– Change background color behind header to blue (#0071bc)
– Make header clickable so it links back to the home pageWhat code(s) do I need to add to achieve these changes? The site I am working on is brukerniradvantage.com.

Behind the header? Currently, http://brukernir2u.com/ uses a header image, and the white background on the right is built into the image. You would need to update the image to change that color. Or were you referring to a different thing?
