editing html of theme

Hi. I have a HTML/CSS template that I have purchased offline and I am wanting to use it on my WordPress blog but there doesn’t seem to be an option to build your own template anywhere? Do WordPress users have to go premium to do this or is there a way to build templates from scratch without using themes? Thanks.

Hi there. There is NO way to use custom themes on WordPress.com. No upgrade will give you that ability. http://en.support.wordpress.com/themes/adding-new-themes/
The closest you can get to creating a theme from scratch is to pick any existing theme and then completely rewrite its CSS yourself via the Custom Design feature (you can completely switch off the existing theme’s CSS). This method is limited, though, as you can ONLY edit the CSS, not the HTML or JavaScript. To edit the CSS you will need the Premium or Business upgrade bundle.
