Editing HTML/creating a personal design from scratch?

  is there some way to create a template without having to get it uploaded through WP? as in HTML?

  Please take a second and read the FAQ at the head of these forums as your question has already been answered many times over. Currently themes are not editable as they are shared amoung all users on the servers.
