Editing Options

    I have two blogs, both are the 2011 theme, both upgraded to 3.31 Word Press. On one, I have more options for editing, to be specific, I am able to change the font size. On the other one I don’t have that option. How can I create the ability to change function size on the second blog.

    The blog I need help with is: (visible only to logged in users)
