Editing The layout

  I have just helped working on a blog that has been going on for almost a year now. And i went to change the layout, and i get the boxes that let me edit the html. However, below the boxes it says that the “file is not writeable and i have to make it writeable to edit.” so my question is, how do i make it writeable? because right now the only thing i can edit is the footer.
