Editing Theme Files

  I apologize in advance– I am certain this has been answered many times before, however I have failed in locating the answer! I’ve been googling for hours trying to figure things out… even on multiple occassions.

  I currently have a blog programmed using HTML/CSS and PHP/MySQL. I’d like to implement my design through WordPress, instead. I’m having a very difficult time finding the file editor. Is this something that is only available through Premium Membership? I’m very hesitant to spend $30-$300 when I’m not even certain that my purchase will include what I am looking for. Where can I edit my header/footer/etc files to implement my own design?

  I’m a newlywed on a strict budget… but I’m hoping I can be pointed in the right direction. Thank you very much!

  The only themes we can use on free hosted WordPress.com blogs like your blog are the themes found here http://wordpress.com/themes/

  There is no FTP access to free hosted WordPress.com blogs and we cannot upload any third party themes, create child themes or our own themes or edit templates.
